AC Transit Approves Service Cut Plan as Deficit Threatens East Bay Transit System

The AC Transit board has officially approved a contingency framework that could bring significant service cuts and job losses to the East Bay, signaling growing financial pressure across Bay Area transit systems.

At a recent board meeting, officials greenlit an “Alternate Service Plan” designed to prepare for worsening budget conditions. The agency is facing long-term structural deficits, with projections showing roughly $50 million annual shortfalls starting in the 2027–28 fiscal year. (AC Transit)

To address this, two scenarios were outlined—both involving service reductions and workforce cuts if new funding is not secured:

  • Scenario 1: About an 11% service reduction and up to 200 jobs impacted

  • Scenario 2: Up to a 16% service cut and as many as 300 employees affected (AC Transit)

The agency emphasized that these plans are not final but are being developed as a precaution. However, without a long-term funding solution, officials say reductions may become unavoidable. (AC Transit)

Even with a temporary financial boost—a $55 million state loan to stabilize operations in the short term—the outlook remains uncertain. (AC Transit)

Currently, service levels are still below pre-pandemic capacity, operating at about 85% of previous levels, while fare revenue remains weak. (AC Transit)

Transit leaders say the goal is to preserve the core network built under the “Realign” system redesign, but all routes are now under review. If funding gaps persist, changes could take effect as early as 2027, potentially reshaping how thousands of East Bay residents commute. (AC Transit)

This development adds to a broader regional trend, where transit agencies across the Bay Area—including BART and Muni—are grappling with similar post-pandemic financial challenges.
