Contra Costa County Awarded $98 Million to Build New Mental Health Facilities
Contra Costa County has secured nearly $98 million in state funding to build three new mental health and recovery centers aimed at expanding behavioral health services across the region.
The funding comes from California’s Behavioral Health Continuum Infrastructure Program (BHCIP), which is supported by Proposition 1—a $6.38 billion bond measure approved by voters in March 2024.
The grant will fund the development of three distinct facilities:
Delta Recovery Center in Oakley: This site will feature a 16-bed adult residential treatment center and a 16-bed mental health rehabilitation facility. It is designed to provide structured, round-the-clock care for individuals facing severe mental health challenges.
Sherman Recovery Center in Pleasant Hill: Also planned as a 16-bed facility, this center will offer both adult residential treatment and transitional housing. It will support people with ongoing behavioral health needs who are progressing toward independent living.
Los Medanos Recovery Center in Pittsburg: This facility will offer a broad range of services including a sobering center, crisis triage, withdrawal management, and outpatient behavioral healthcare.
County officials say the projects are part of a long-term strategy to address the region’s growing mental health and substance use treatment needs. The new centers are expected to reduce emergency room visits and limit unnecessary interactions between individuals with behavioral health conditions and the criminal justice system.
The state’s investment is intended to help create a more sustainable and community-based mental health infrastructure—an effort that aligns with Proposition 1’s goal to support both behavioral health treatment and housing for vulnerable populations, including veterans and the unhoused.
Construction timelines for the facilities have not yet been announced.
