Trump Signs Executive Order to Build New Veteran Housing Center in West LA
On May 9, 2025, former President Donald Trump signed a new executive order aimed at significantly expanding housing for homeless veterans at the West Los Angeles VA campus. The order directs the Department of Veterans Affairs to create a National Center for Warrior Independence that will provide housing and supportive services for up to 6,000 homeless veterans by January 1, 2028.
Under the executive order, the VA Secretary must present an action plan within 120 days detailing how the center will meet this goal. The Secretary of Housing and Urban Development is also instructed to expand the use of housing vouchers in Los Angeles and other cities to assist homeless veterans.
The plan includes reallocating funds that were previously earmarked for services for undocumented immigrants and instead investing them in construction, substance abuse treatment, and employment programs for veterans. The new center will focus not only on housing but also on helping veterans achieve long-term independence and self-sufficiency.
This announcement comes as the VA faces legal pressure to increase housing at the West LA campus. A federal judge ruled in 2024 that the VA must build additional housing after findings of land mismanagement and improper leases. That decision is currently being appealed by the VA.
Veteran advocacy groups have expressed cautious optimism, stating that while they welcome the renewed focus on veteran homelessness, they are watching closely to ensure the promises materialize into real, sustained change.
